Weaker economic growth puts at risk essential invest

ments in areas such as education, health, climate change adaptation and sustainable infrastructure.

The growth outlook in all major developed economies and most developin

g regions has weakened due to a confluence of both domestic and external factors, the report said.

Following an expansion of 3 percent in 2018, world gross product growth is now projected to moderat

e to 2.7 percent in 2019 and 2.9 percent in 2020, reflecting a downward revision from the forecasts released in January.

The report identifies several downside risks that could trigger a sharper or more prolonged growth slowdown, potentially infl

icting significant damage on development progress. Those risks include a further escalation in trade te

nsions, a sudden deterioration in financial conditions, and the accelerating effects of climate change.

On behalf of our hundreds of millions of footwear cons

The group’s reasoning echoes an earlier comment from David French,

senior vice-president for government relations at the Nat

Liu’s article was published in Qiushi Journal, a flagship m

magazine of the Communist Party of China Central Committee. He said more efforts a

re needed to implement the proactive fiscal policy and boost efficiency this year.

Preventing and defusing local governments’ hidden debt risks is key to controlling major risks, he said.

Innovative financial tools will be introduced for debt swaps, and the indebted comp

anies will be allowed to choose the same way, under guidance from the local governments, Liu Shangxi, hea

d of the Chinese Academy of Fiscal Sciences, the Ministry of Finance’s think tank, told China Daily.

“The total amount of hidden debt waiting to be swapped has not yet been calculated, as this

round of debt swaps will not involve the government’s administrative orders, but depends on the ma

rket’s appetite based on the evaluation of the potential default risks and the companies’ solvency,” he said.

Now that it has reached middle-income status, China’s eco

nomic strategy will focus on creating a highly competitive domestic market that forces com

panies to produce high-value goods so they can pay high wages to highly skilled people.

Because of its long experience in manufacturing, much of tha

t push will be focused on higher value-added production, using the new technologies of r

obotics, artificial intelligence, the internet of things and 5G. This is the only way to avoid the middle-income trap.

The reform and opening-up policies are exactly the kinds of market-driven reforms

needed to make this happen. The Chinese government is investing heavily in research and development, but it sho

uld be noted that the R&D spending as a percentage of GDP is still lower than that of the US.

Unlike the second version, the latest one included rule

on the new science and technology innovation board, which will pilot the registration-based IPO system, according to Xinhua.

To accommodate the progress of reforms and development of the capital market, other modifications have also been made, cov

ering public issuance of securities, securities trading, and the protection of investors’ rights and interests, Xinhua said.

Dong expects the latest version to legitimize registration-based IPO systems not only

on the new board, but also across China’s whole A-share market. “Once the system achieves success on the n

ew board, it should be adopted on other submarkets as soon as possible,” Dong said.

President Xi Jinping announced in November that China will launch the S&T innovation board and pilot the registr

ation-based IPO system. Analysts expect the new board to begin trading around the middle of this year.

“The latest draft is expected to make comprehensive revisions, and it could go a long way

toward restoring public investors’ confidence and modernizing the regulation and governance of the ca

pital market,” said Liu Junhai, director of the Business Law Center at Renmin University of China.

Ma Xiaoguang, spokesman for the State Council’s Taiw

wan Affairs Office, said in a statement on Tuesday that the exercise aimed to protect national sover

eignty and territorial integrity, as well as protect the common interests of people from both sides of the straits.

Taiwan’s administration, led by the Democratic Progressive Party, used the drill as an opport

unity to “deceive and mislead the residents of Taiwan and to provoke and escalate a cross-Straits confrontation,” Ma said.

“Its goal of undermining cross-Straits relations and the peace and security of the region will not succeed,” Ma said. “Nobo

dy should underestimate our adamant resolve and ability to protect national sovereignty and territorial integrity.”

On Tuesday, Taiwan leader Tsai Ing-wen said she will not be intimidated by the military d

rill, calling the exercise “a threat to Taiwan” and an act of “coercion”, the island’s media reported.

Tsai also thanked the United States for considering a deal with Taiwan to renew a $500

million training program in the US for Taiwan F-16 pilots and maintenance crews.

Tu Liangcheng, one of the leading scientists of the Tia

nqin project, said that the project has been going smoothly.

“So far nearly 200 Chinese scientists from more than 30 dome

stic research institutions and universities and about 30 researchers from at l

east eight other countries-including Russia, Italy, Germany and France-have participated in the pr

oject,” said Tu, who is also director of the gravitation center at the Wuhan university.

Shen Zhiqiang, head of the Chinese Academy of Sciences’ Shanghai Astronomical Observatory, and a membe

r of the EHT team, said the success of the first black hole image has encouraged Chinese scientists to engage in mo

re international collaboration and boost the country’s ability in studying deep space.

Chinese scientists participated in Hawaii and Spain in the observations

that yielded the black hole image. They were highly involved in follow-up data analysis and th

eoretical explanation throughout the two years that followed the five-day observations in April 2017.

Urgency rises for tackling hazardous wastesipate after

The deadly blast at a chemical plant in Jiangsu province last month that left 78 dead clearly hig

hlights the urgent need to properly handle hazardous waste management in the country.

As central authorities tighten management by revising laws and issuing detailed

policies to support hazardous waste treatment, experts are calling for mandating

that facilities to process such waste be built in all chemical industry parks nationwide.

The explosion occurred on March 21 in Xiangshui county, Yanch

eng, at a Jiangsu Tianjiayi Chemical Co Ltd plant. The accident also injured more than 600.

The State Council, China’s Cabinet, set up an investigation

group and the probe into the cause of the blast is ongoing.

Multiple sources have suggested that the casual handling of hazard

ous chemical waste produced by the company could be a cause of the deadly blast.

China Chemical Industry News reported that the blast originated at

the company’s hazardous waste storage facility, citing a source close to the investigation group.

As a leading company in regional development planning

Roland Berger has contributed to China’s economic development for more than three

decades and would like to bring those experiences to Xiongan’s development, Jiang said.

“As Xiongan New Area is a national strategy and therefore receives attention and support from the highest levels, its devel

opment must demonstrate very high standards and utilize innovations and deep reforms in various areas,” he said.

Jiang added that Xiongan has attracted the attention of President Xi Jinping from the very beginning of its conception.

On Feb 23, 2017, Xi visited Hebei during the planning process of Xiongan.

“Xiongan New Area will be a legacy for our future generations. Following the principle of global vision, international stand

ards, Chinese characteristics and high goals, we should aim to build a demonstration area that practices new con

cepts for development,” Xi said at the meeting on the planning and development of Xiongan.

It is not the first time in our European history to have suc

such an attitude. Any nation with very strong and rapid growth is always in a very difficu

lt position in public opinion because we are afraid about the strength of others,” he said.

“For example, we were afraid of cultural pressure from the United States in the 1960s, and 20 ye

ars later, we had the same feelings against Japan with its technological projects. Now, China is bac

k around the table of big nations. I think we have to accept that and not be afraid, but to discuss.”

Raffarin said the two countries are expected to close contracts and announce new projects. He also

said the dialogue between France and China could be very useful in forming a new vision for multilateralism in a changing world.

In addition to strong existing collaboration between France and China, including in the automotive, aviation and healthcare sectors, Raffarin said the most

important thing for the future of Sino-French relations is to identify third-country projects, such as the Hinkley Point C nu

clear power plant in the United Kingdom, which is jointly financed by China and France, as well as opportunities in Africa.
