Father of slain student petitions court for death penalty

It’s been nearly a year since Xie Diao, a postgraduate student of the Chinese Academy of Sciences, was stabbed seven tim

Xie Zhonghua, father of Xie Diao, has been immersed in grief in the past year: He often

dreamed of his son, but then would suddenly awaken and start sobbing uncontrollably.

The case will finally be heard in Beijing First Intermediate People’s Court on May 24. To get justice for his son, Xie Zhon

ghua took to the streets and publicized the case, gathering tens of thousands of signatures that he has su

bmitted to the court. He hopes that, through his petition, the court would sentence Zhou to death.

the WTO is for the benefit of the public, not a tool for par

embers. If its members cannot reform the architecture and resolve the key issues, they may all end up in various regional groups.

“Many bilateral tensions or challenges countries are facing today requir

e a multilateral response, and WTO reform is definitely needed, especially in the area

s of trade and investment,” said Xue Rongjiu, deputy director of the Beijing-based China Society for WTO Studies.

Chen Fengying, a senior economics researcher at the China Institutes of Contemporary Internationa

l Relations, said the US government seems to have made driving WTO reform its priority so that the country can claim the high gr

ound in global trade and lead the process for making new rules and establishing a new global trading system.

This move poses a challenge to the WTO and its basic principles including that of most favored nation status and national treatment, she said.

China looks to strike a balance between meeting finan

ancing needs, sustainable development and debt sustainability, according to Finance Minister Liu Kun.

“We will build a high-standard and high-quality financing system to s

upport long-term and sustainable BRI investment while preventing debt risks,” Liu said.

He suggested promoting financing cooperation for projects in

third-party countries, equity investment and attracting more private funding.

Enhancing debt and risk management is a key consideration for deepening BRI financi

ng cooperation, said Yi Gang, governor of the People’s Bank of China, the central bank.

“The debt issue in developing countries should be treated objective

ly. If debt growth is accompanied by infrastructure improvement, enhancement of people’s liveliho

ods and productivity and poverty reduction, it will be beneficial for the sustainability of long-term debt,” Yi said.

Specifically, the draft likely will and should feature key

reforms to foster an investor-friendly legal system, represented by strengthened information disclosure, prot

China must promote the healthy development of the capital m

arket through key institutional innovations, the Political Bureau of the Communist Part

y of China Central Committee, the Party’s core leadership, said a statement released after a meeting on Friday.

Dong said the revised law is likely to be adopted by the end of the first half of the ye

ar, adding it is imperative and possible to expedite rolling out the revised version.

“Previously, controversies over the registration-based IPO system reform ha

ve prolonged the revision process, but now this factor has been largely lifted,” he said.

“As foreign investors are set to play a bigger role in China’s capital

market development, the revised law should also consider clarifying the rights and oblig

ations of overseas investors, to help them form a stable policy expectation,” said Xue Yi, an associate p

Zheng Nanning, a researcher at the Chinese Academ

of Engineering and head of the innovation research academy of intelligent robotics at Xi’an Jiaotong Univer

sity, said the university began considering an undergraduate AI major in 2016, and it has since established an experi

mental undergraduate AI class in 2018 with 55 students taught by the country’s leading AI experts.

The university established the academy in October 2017 and an AI school in Janua

ry. The academy has 26 master’s candidates and eight doctoral candidates, Zheng said.

“Universities should aim for major breakthroughs in basic res

earch and core technology. We are still striving to achieve

revolutionary and disruptive changes in AI theories, methods, tools and systems,” he added.

The ministry issued an action plan in 2018 to promote AI educa

tion in universities. According to the plan, universities in China will improve AI discip

line and make breakthroughs in basic theories and key technology research by 2020.

Chinese universities will become core forces for building major global AI innovation centers by 2030.

Obscure parliamentary procedures have been resurrecte

providing daily drama from the House of Commons but making the future of Britain’s biggest change in generations no clearer.

After finally recognising that her minority Conservative g

overnment could not push through a Brexit deal on its own, May started talks this w

eek with Labour leader Jeremy Corbyn in the hope of coming up with a cross-party solution.

But that means accepting the need for more time, including the possibility of Britain hol

ding European Parliament elections on May 23, which May has long hoped to avoid at all cost.

“The United Kingdom proposes that this period should end on 30 June 2019,” May said in the letter.

“The government will want to agree a timetable for ratification that allows the United Kin

gdom to withdraw from the European Union before 23 May, 2019, and therefore cancel the European Parlia

ment elections, but will continue to make responsible prepara

tions to hold the elections should this not prove possible.”

With an increasing number of donations and surg

eries performed every year, authorities have also established a computerized supervision syst

em that covers the entire sector, including organ donation, retrieval, distribut

ion and transplant, so they are under the supervision of health authorities, she said.

Despite the increase in the number of donors, a shortage of organs is still seve

re in China, considering the number of patients in need of transplant surgeries.

Every year about 300,000 patients with terminal diseases need transplants in China, but

only about 20,000 surgeries can be done, according to Huang Jiefu, former-vice-minis

ter of health and now chairman of the China National Organ Donation and Transplantation Committee.

Chen Xinguo, director of the organ transplant center at Armed Police Force General Hospital, said th

at since people’s traditional beliefs are still a major obstacle to organ donations, more education is required.
